Updated 04/26/12: The House Ways and Means Committee is scheduled to hear testimony today on various bills to extend the tax incentives that expired at the end of 2011 or will expire at the end of this year.

According to the Joint Tax Committee, there are approximately 70 tax incentives eligible for extension by Congress, many of them are targeted to help small business owners make capital investments in their businesses.

Members of the Congress will have the opportunity to testify in support of legislation to extend expiring tax provisions they have introduced or co-sponsored legislation this year. There is expected to be discussion of extending the tax credit for the installing higher efficiency HVAC equipment (Section 25C), construction of energy efficient homes (Section 45L), the 15 year straight line depreciation for qualified improvements to leasehold, restaurants, and retail buildings (Section 168), bonus depreciation for small businesses (Section 168), and increased expensing allowance to $500,000/$2,000,000 and expansion of Section 179.

As a member of the Residential Energy Efficient Tax Credit Industry Coalition, ACCA submitted testimony urging for the extension and expansion of the residential energy tax credit. The coalition is seeking a robust energy efficiency tax credit for qualified products, including furnaces, central air conditioners, and heat pumps, of 10 percent of the purchase price up to $1,000. The coalition believes that a $1,000 tax credit is generally the minimum incentive needed to motivate consumers to improve their homes by purchasing these higher-performing products, and to do so in sizable enough numbers to positively influence residential energy consumption.

 Updated 2/29/12:   There is a bill circulating the Senate that, if passed, will create tax credits for consumers that reduce their energy usage by at least 20%. The bill establishes a $2,000 base credit for the first 20% decrease with a $500 stepend for each 5% reduction thereafter. The credit will be capped at $5,000 or 30% of the qualified expenditures, whichever is the lesser amount.

Experts have estimated that this bill will create about 19,000 jobs through contracting, supply, and manufacturing while saving 1.7 billion kilowatthours and 18 trillion Btu of fuel by 2016. This is enough energy to power 375,000 homes!

No one is sure if Congress will pass the bill as it does not identify where the funding will come from, but the fact that energy saving bills are still being considered in Congress is a good sign. This shows that the national mindset toward energy efficiency is changing, becoming more important to the everyday consumer. End of 2/29/12 update.

After hours of fitful debate, the House of Representatives passed the tax extender package last night by a vote of 277-148. President Obama is scheduled to sign it into law this afternoon. The new law will extend a number expired and expiring tax cuts and other incentives for individuals, families, small businesses, and investors.

 

If you listen to the news sound bites, everyone involved will says the bill is not perfect. Nearly every provision in the bill represents some form of compromise between Democrats and Republicans.

 

Included in the new law are the Section 25c tax credits, the official name for the energy tax credits available to eligible taxpayers who make qualified energy efficient retrofits to their homes. The tax credits are extended through 2011, but at a significantly reduced value and with changes made to some of the qualifying equipment standards.

 

Starting on January 1, 2011 and through December 31, 2011, an eligible homeowner can claim 10% of the costs, capped at $500, for the installation of qualified energy efficient improvements, subject to certain limits.

 

Under the new law, for HVAC and hot water equipment, the maximum a homeowner could claim is $300 for a qualified central air conditioner and heat pump, and $150 for a qualified furnace or hot water boiler, and $50 for any advanced main air circulating fan. The tax credit for qualified hot water heaters is limited to $300.

 

Beyond the change to the tax credit values, the new law will increase the qualifying standards for natural gas hot water boilers, propane hot water boilers, oil furnaces, and oil hot water boilers to 95% AFUE. The qualifying standards for natural gas furnaces and propane furnace remain at 95% AFUE.

 

The qualifying standard for central air conditioners and heat pumps, which were modified by the Stimulus bill in 2009, are not changed. Therefore, a central air conditioner must meet or exceed 16 SEER and 13 EER; and an air source heat pump must meet or exceed 15 SEER and 12.5 EER and 8.5 HSPF, in order to qualify for the tax credit.

 

Finally, the new law reinstates the lifetime credit caps, which disqualify any homeowner who has claimed more than $500 in 25c tax credits since January 1, 2005, from any further credits.

 

While the extension of the tax credits at a lower value is not ideal, it keeps the tax credits alive and leaves open the opportunity to change them in the next Congress and restore them to the $1,500 level. If the tax credits had not been included in the extender package, they would likely have disappeared forever.

SCROLL COMPRESSOR
The most expensive component of any condensing unit is the compressor. Rheem installs Copeland® Compliant Scroll® Compressors throughout its entire residential air conditioning line for proven dependability, efficiency, and sound reduction.
WRAPAROUND CABINET
Rheem air conditioning units are constructed with a powder-coat paint finish and galvanized steel cabinet to protect the condensing coil fins from yard hazards, extreme weather, and corrosion.
BASE PAN
The entire Rheem air conditioning line uses a sturdy, one-piece drawn and painted base pan. This pan elevates the coil off the pad, helping minimize corrosion while reducing sound and vibration.
PRESSURE CONTROLS

THE BEST OF BOTH WORLDS
The Package Dual Fuel Unit is a package heat pump with a gas furnace installed in the heat section instead of electric heat that a standard package heat pump features.This hybrid package system allows for both comfort and energy savings by utilizing the electric heat pump for warmth, except in colder periods, which is when the gas furnace would take over to assure maximum comfort and energy savings.
THE COPELAND SCROLL COMPRESSOR

FURNACE COMPARTMENT
Located inside the easily accessible furnace compartment is the control box, draft inducer motor, in-shot gas burners, the gas valve and manifold. Control box operational controls are “up front” for quick access and service diagnostics.The draft inducer motor is specially designed to quietly provide combustion air while simultaneously venting outdoors the combustion products from the furnace heat exchanger. In addition to the draft inducer motor, the in-shot gas burners, gas valve and manifold efficiently regulate the flow of gas for combustion.These new gas/electric units also feature direct-spark ignition and remote flame sensors for added reliability and efficiency.
MATCHED BLOWER/EVAPORATOR COIL UNIT
The blower is responsible for the flow of air into your ductwork. It has been designed to match the evaporator coil and other system components for maximum efficiency. In addition, the coil features rifled copper tubing and enhanced fins for improved efficiency.

Updated 2/29/12:

   There is a bill circulating the Senate that, if passed, will create tax credits for consumers that reduce their energy usage by at least 20%. The bill establishes a $2,000 base credit for the first 20% decrease with a $500 stepend for each 5% reduction thereafter. The credit will be capped at $5,000 or 30% of the qualified expenditures, whichever is the lesser amount.
Experts have estimated that this bill will create about 19,000 jobs through contracting, supply, and manufacturing while saving 1.7 billion kilowatthours and 18 trillion Btu of fuel by 2016. This is enough energy to power 375,000 homes!
No one is sure if Congress will pass the bill as it does not identify where the funding will come from, but the fact that energy saving bills are still being considered in Congress is a good sign. This shows that the national mindset toward energy efficiency is changing, becoming more important to the everyday consumer. End of 2/29/12 update.

Cam Fentriss, FRACCA Lobbyist The Florida Legislature held a special session on Tuesday November 16, 2010 and has agreed tothe following resolution for funding the HVAC Rebate Program.Consumers who purchased or contracted for purchase a qualifying HVAC or geothermal unitthrough a Florida-licensed contractor between August 29 and September 14, 2010 will be eligiblefor the $1,500 HVAC Rebate. Consumers must have the completed rebate application, includingall required documentation, at the rebate processing center by November 30, 2010.A copy of the HVAC Rebate application has been attached to this Alert for your convenience.All qualifying HVAC rebates will be paid first from the available funding. It is anticipated that theHVAC rebates will total approximately $2.47 million. The remaining funds (approximately $28

Government is getting ready to Launch Florida Cash for Clunkers for A/C’s in August

MORE savings in August for Florida consumers!
Florida’s Cash for Clunker Appliances program soon will be: Rebates for clunker air conditioning systems.
State officials have recently approved a program that will give Floridians a flat fee rebate for new Energy Star-rated central air conditioning and air source heat pumps systems purchased before the end of the year.
  • The amount of the rebate is still to be determined.
  • Window or room air conditioning units will not be included.
  • Only residential home installations will be covered.
  • The state rebate can be combined with the $1500 federal energy tax credit available & the Rheem Consumer Cash Back Rebate

Trade in your clunker for a new Energy Star-rated air conditioning or air source heat pumps system make the purchase before the end of the year, said Brenda Buchan, the chief analyst with the Governor’s Energy Office who managed the Energy Star appliance rebates program.
Window or room air conditioning units will not be included, as these products were covered under the cash for appliance program.Buchan said Florida also is considering including Energy Star hot water heaters in the new program but a decision has not yet been reached. Only residential home installations will be covered.
An added bonus: The state rebate, which will be funded with federal energy stimulus money allocated to Florida, can be combined with the federal energy tax credit available to those who purchase central air conditioning systems. That credit – which is 30 percent of the price of the system with a maximum of $1,500 – will expire at the end of the year. For information on the federal tax credit, go to energystar.gov and put “federal tax credit” in the search field. South Florida homeowners also will be able to stack Florida Power & Light’s rebate, which fluctuates according to the price and efficiency of units purchased, on top of the state and federal givebacks. Between the three, it easily could be possible for consumers to get new systems for half the usual price, said Oscar Calleja, president of the South Florida Air Conditioning Contractors Association. “I should be a great, great program,” said Calleja, a partner with Florida Energy Raters in Margate. “I just wish we had more time.” There are no details yet on the air conditioner program. Buchan said they should be announced in early August. The program could begin as early as the end of that month, meaning units would need to be purchased from that date through year’s end. While the new offer probably will resemble cash for clunker appliances, Buchan said there will be no reservations or priority numbers required. The appliance program, which offered a 20 percent rebate on six types of new appliances, required consumers to first register for a priority number, to ensure there was enough funds to process all rebate applications in the pipeline. Floridians embraced the appliance-rebate program, which began on April 16; demand was so high that the program ran out of money within 48 hours. Buchan said about 4,000 of the more than 70,000 appliance rebate checks already have been sent but the bulk should begin arriving in mid-July. Buchan said the processing has taken longer than expected, as the state is auditing each application after it’s been processed by an independent contractor. But she expects the state will be able to give rebates to all 4,000 people who submitted applications without priority numbers or after the deadline and were placed on a waiting list.
